NHRC asks state govt to pay compensation to deaf & dumb boy

Therefore, the Commission asked the government of Uttar Pradesh through its chief secretary to pay Rs 3 lakh as compensation to the victim. The compensation money should be deposited in a nationalised bank as fixed deposit in the child's ac

count under guardianship of a responsible government official. The principal and accrued interest will be given to the victim when he becomes a major.
The Commission also received letter (dated 30.05.2012) sent by secretary, home (human rights), Section - I, Government of Uttar Pradesh, stating that the then Mirzamurad SHO Dhramveer Singh and constable Anjani Kumar Paswan have been found guilty for assaulting the child and not taking legal action. A penalty of censure has been imposed upon both of them for their lapses. The letter further states that the family of the deaf and dumb child could not be traced.

Therefore, the Commission asks the Government of Uttar Pradesh through its Chief Secretary to pay Rs. 3 Lakhs as compensation to the victim. The compensation amount be kept in a Nationalized Bank as fixed deposit in the child's account under guardianship of a responsible government official. The Principal & accrued interest will be given to the victim when he becomes a major. A copy of the FD bearing an acknowledgement of the victim child is expected in the Commission within eight weeks. The Commission should also be informed whether adequate arrangements have been made by the Government regarding upbringing including vocational education of the orphan deaf & dumb child. A copy of these proceedings also be sent to the complainant for his information.

 I want to bring in your kind attention towards the attack happening with minorities in south Asian Country and every day we are looking in the newspaper/news channel.

On this serious concern Asian Association for Communal Harmony (ACHA) had launched signature campaign[i] with the given below pledge:

I will not intentionally use my hands or my words to harm anyone

I will treat my sister and daughter with at least as much love and respect as I treat my brothers and sons.

I will treat all my neighbours as deserving of my respect, regardless of their class, caste, sect or religion and

I will practice environment –friendly practices in my daily life.

It is an appeal to the all Government in South Asia to provide security to minorities and promoting human dignity, reconciliation, tolerance and a free and peaceful society.
